A ground-breaking idea to create a Chartered Quantity Surveying Practice drawing upon the extensive contracting experience of the founding Partners came to fruition when Jackson Rowe opened for business back in 1989. Since then Jackson Rowe has been at the forefront of delivering innovative solutions that amalgamate the best from the professional and contracting sides of the construction industry that meets the real time needs of clients. Jackson Rowe has achieved a number of real milestones that have undoubtedly shaped our development as well as having a direct impact on the way we work too.

Within a year of starting the UK and in particular the construction industry entered a deep recession and following the success of the practice Jackson Rowe had to immediately rethink our business strategy. Thinking on our feet and being proactive rather than merely reactive has proven to be one of the most valuable lessons learnt in those tough early days.

So in 1990 we turned our heads to the East and secured a number of commissions in the highly competitive and challenging Oil and Gas sector. Over the next years Jackson Rowe worked for both Contractors and Employers in Abu Dhabi, Bahrain, Oman and Qatar on a range of huge projects and disputes. In addition to the oil and gas projects we also worked on health and defence projects and some of the most stunning shopping malls, villas and palaces in all four Gulf states that puts a whole new perspective on the word ‘ luxury ‘.

By 1993, and as the UK recovery was well under way, Jackson Rowe were working on some of the highest profile projects and construction disputes of the day – the A1 Galleria, The New British Library and Disneyland Paris, to name only a few. In addition Jackson Rowe were an integral part of the high profile commercial team for the privatisation of the PSA BMSE business.

Success is a great boost to any firms confidence as well as hugely powerful in PR terms and by the mid 90s Jackson Rowe had fostered long term client relationships. When Jewson acquired Harcros Jackson Rowe delivered the commercial management of the integration of the property portfolio UK wide – the largest in Europe at that time. The practice were appointed on a number of major projects and disputes in the transportation sector – an area where we still enjoy an enviable reputation and where our expertise is well known throughout the industry including Channel Tunnel, Railtrack’s Station Regeneration Project; the Jubilee Line extension; Docklands Light Railway Extension and we continue to provide extensive quantity surveying services to this sector through framework agreements and direct commissions.

In 1995 Jackson Rowe opened an office in Hong Kong securing many high profile commissions including commercial management and dispute and claims resolution services on Chep Lak Kok Airport.

By this stage Jackson Rowe were recognised as one of the leading and most experienced practices in the UK when it comes to dispute and claims resolution. With the introduction of the Housing Grants Construction and Regeneration Act 1996 (which came into force in 1998) Adjudication became the major forum for the dispute resolution process for construction contracts. In anticipation of this two of the Directors qualified as Adjudicators ready to take on independent and scheme adjudicator appointments. Jackson Rowe met the growing and urgent needs of clients to represent them in adjudication proceedings as well as acting as Expert Witness for them and their legal advisors.

In 1998, following a surge in workload in and around the capital for the infrastructure and project management services Jackson Rowe opened an office in London.
